In her speech at one of the forum’s panel discussions, Ms. Morozova outlined the areas of Intersputnik’s activities that contribute to space sustainability.

The ITU Space Sustainability Forum took place on 12–14 October 2026, as part of the 2026 Global Space Connectivity & Sustainability Events held in a hybrid format in Riyadh, Saudi Arabia. The programme combined this forum and the conference of the Joint ITU-CST Forum on Connecting the World from the Skies under the common theme “Connected Earth, Sustainable Space”.

A panel discussion titled “The legal framework for space: international space law and the path to responsible governance”, organised with the participation of the United Nations Office for Outer Space Affairs (UNOOSA), addressed issues of international space law and responsible governance in the context of rapidly evolving space activities and legal challenges arising, inter alia, from the growing number and scale of large satellite constellations.

Leveraging its extensive experience in utilising partner satellite constellations, Intersputnik has developed a model for orbital-frequency resource management that streamlines operations while actively contributing to the sustainability of space activities. Intersputnik was among the first to join the space debris statement of the space industry. In addition, Intersputnik employees participate in activities focused on the Long-term sustainability of outer space activities under the auspices of the UN Committee on the Peaceful Uses of Outer Space (COPUOS) and contribute to the development of the Handbook on Best Practices for the Sustainable Use of Frequencies and Associated Non-GSO Orbits by Space Radiocommunication together with the ITU Radiocommunication Sector.

Intersputnik Executive Director Elina Morozova noted that the sustainability of space activities cannot be achieved through international regulations alone; it also requires the implementation of necessary measures at the national level alongside relevant operator practices.
