At the kind invitation of the Ministry of Digital Development and Innovative Technologies of the Kyrgyz Republic, the event was held on the shores of the picturesque Issyk-Kul Lake (Kyrgyzstan) and was attended by the delegations from thirteen Intersputnik Member States, as well as representatives of the Regional African Satellite Communications Organization (RASCOM) as observers. 

The Board is the highest governing body of Intersputnik, consisting of representatives of the Organization’s Member States and makes decisions on the general policy and long-term goals of Intersputnik. The Operations Committee is responsible for immediate examination of and decision-making on issues related to the Organization’s activities, including those associated with the technical policy and development of the Intersputnik international satellite telecommunications system. The Operations Committee is comprised of telecommunications administrations and entities appointed by member countries.

Mr. Altynbek Toktorbaev, Chairman of the Service for the Regulation and Supervision of the Communications Sector under the Ministry of Digital Development and Innovative Technologies of the Kyrgyz Republic, was elected Chairperson of the Board for the period until the next session. He succeeds Mr. Xayluxa Insisiengmay, Deputy Minister of Technology and Communications of the Lao People’s Democratic Republic. 

Dr. Cosmas Luckyson Zavazava, Director of the Telecommunication Development Bureau of the International Telecommunication Union (ITU), and Dr. Renata Brazil-David, Director General of the International Telecommunications Satellite Organization (ITSO), addressed the session attendees with welcoming remarks. Dr. Cosmas Luckyson Zavazava emphasised that worldwide interest in space technologies and satellite communications continued to grow significantly, as these technologies played a crucial role in ensuring global communications, expanding equal access to modern digital services and information technology. In this regard, he noted the successful cooperation between ITU and Intersputnik as part of a special project to strengthen human resources in the satellite communications industry and develop digital skills, which helped meet the growing need for highly qualified specialists. Dr. Renata Brazil-David emphasised that “the challenges of the digital divide are too great for any one organization to solve in isolation. It is through the synergy between intergovernmental bodies like ITSO and Intersputnik, working alongside Member States, regulators, operators, and international partners, that we can ensure satellite technology remains a force for global good.”

Mr. Evgeny Buydinov, Chairperson of the Intersputnik Operations Committee presented the Operations Committee’s report and provided information on the current status and development prospects of the satellite communications industry which caused great interest among the session attendees. At the session, Mr. Evgeny Buydinov was re-elected as Chairperson of the Operations Committee for a new term.

Ms. Ksenia Drozdova, Intersputnik’s Director General, presented to the session attendees a report on the Organization’s activities since the joint session of 2025. The Board and the Operations Committee approved the presented report and endorsed the work of the Intersputnik Directorate under the leadership of the Director General. 

The Operations Committee reviewed and approved the report on the fulfilment of the Finance Plan for 2025 and the report of the Intersputnik Auditing Commission on the results of the audit of the Organization’s financial and economic activities for 2025. In addition, as part of the implementation of the Intersputnik Development Strategy for 2025–2029, the Regulations on Intersputnik’s Youth Policy and the Regulations on the Activity to Build Industry Capacity of Member Countries were approved at the session.

Another important decision was the election of the Organization’s Auditing Commission, which included Mr. Amgalan Badam (Mongolia), Ms. Le Thi Hien (Viet Nam) and Mr. František Šebek (Czechia). Mr. František Šebek was elected Chairperson of the Auditing Commission. The venue and dates of the next joint 55th session of the Board and 30th session of the Operations Committee of Intersputnik were also finalised. The events of this session are planned to take place in April 2027 in Tajikistan.
