The event was organised by Intersputnik in cooperation with the Telecommunications Committee of the Ministry of Digital Development, Innovations and Aerospace Industry of the Republic of Kazakhstan under the auspices of the International Telecommunication Union (ITU) Radiocommunication Bureau and the ITU Regional Office for the Commonwealth of Independent States (CIS).
The workshop was dedicated to satellite communications regulatory issues and aimed at improving the qualifications of employees from various agencies dealing with radio frequency regulation in the countries of the Caspian region and Central Asia. The seminar attendees included representatives of telecom ministries, radio frequency authorities, satellite operators and service providers of the Republic of Kazakhstan and other countries in the Central Asia region. The workshop was hosted by the International Information Technology University – a leading ICT education institution in Kazakhstan.
Zhaksylyk Ibragimov, Deputy Chairman of the Telecommunications Committee of the Ministry of Digital Development, Innovations and Aerospace Industry of the Republic of Kazakhstan, Ksenia Drozdova, Director General of Intersputnik, Mario Maniewicz, Radiocommunication Bureau Director, and Natalia Mochu, ITU Regional Director for CIS Region, welcomed the workshop attendees.
Director General of Intersputnik Ksenia Drozdova emphasised the fundamental importance of such forums, where professionals have an opportunity to discuss current issues of satellite communications industry development. Ksenia Drozdova noted that leading international experts, scientists, professionals with extensive practice in the discussed topics of spectrum usage and international legal protection of orbit and radio frequency resource were invited to the dialog within the framework of the workshop.
The event was held in a face-to-face format and included three main sessions: international cooperation; issues of regulating the use of radio frequency spectrum in satellite communication and broadcasting networks and industry development trends; exchange of experience and best global practices.
The first session was focused on the role of international organisations in the development of satellite communications and the sustainable development of outer space. Speakers from Intersputnik highlighted the Organization's capacity to implement international satellite projects, as well as Intersputnik role and activities in the framework of global satellite spectrum regulations and management. While ITU representatives provided a very detailed review on how the ITU Radiocommunication Bureau is regulating the use and allocation of radio frequency spectrum for satellite networks globally.
The second session was focused on the issues of radio frequency regulation and current trends in the satellite communications industry. Speakers informed the audience about technological advancements and innovations, the impact of satellite technologies on everyday life and the prospects for the development of space activities and satellite technologies. One of the main topics of the workshop was a discussion of ITU initiatives to provide all countries with fair and equitable access to limited orbit and frequency resources. The event attendees showed great interest in the overview of the global satellite communications market and opportunities for the use of new technologies, presented by Intersputnik. The discussions also touched upon such relevant topics as regulation of non-geostationary satellite communications systems, and activities for protection of the interests of satellite market players at the World Radiocommunication Conference 2027.
The third session covered more practical issues, including user cases, sharing of experience and best practices of satellite spectrum regulation in Intersputnik member states and countries from Central Asia region.
At the official closing ceremony Damir Seissembekov, Chairman of the Telecommunications Committee of the Ministry of Digital Development, Innovations and Aerospace Industry of the Republic of Kazakhstan, addressed the seminar attendees with a speech, summarizing the results of the event.
Intersputnik, as an intergovernmental organization, tries to make maximum use of the experience accumulated over more than fifty years of work in the satellite communications industry and continues to share it with the member countries of the Organization. Up-to-date information on the state of affairs in the industry and especially on regulatory issues, that are fundamental in satellite communications, is very important for the development of national satellite networks. And this is impossible without international cooperation and regular professional exchange of information between market participants and the relevant international regulatory bodies.
