The memorandum envisages cooperation and development of long-term relationships between the parties, resulting in the strengthening and expansion of the satellite’s industry potential in the Asia-Pacific region (APAC).

The cooperation will include the exchange of information and documentation of mutual interest, bilateral consultations, training, joint marketing activities, and project promotion. Intersputnik and Telkom University are currently exploring the possibility of implementing a pilot project aimed at presenting capacity-building activities that could subsequently pave the way for their deployment in industrial and educational institutions in the Republic of Indonesia and other Asia-Pacific countries.

This memorandum is part of a broader programme to develop cooperation between Intersputnik and educational institutions in the Asia-Pacific region, particularly Indonesia, a key player in the satellite market in Southeast Asia and APAC. The document is a logical outcome of the agreement with the leading educational institutions in Indonesia on the development of joint projects in the space and satellite industries, support for young employees, and training of personnel for the satellite industry, that was signed in July 2025 (see details). 

The human resources policy and training of young employees for the satellite industry, and in particular for satellite communications, is one of Intersputnik's top priorities. Intersputnik, both independently and in collaboration with international organisations — primarily the International Telecommunication Union (ITU) — is implementing a number of capacity-building projects to support young talent working in the space industry. Intersputnik's “Youth Without Borders” project aims to develop human resources in the organization's Member States. Together with the ITU, Intersputnik is creating a platform for training and professional development of qualified personnel in the field of satellite communications and broadcasting. Intersputnik employees give lectures at universities and arrange roundtables and seminars for young people during field-specific events. Intersputnik's capacity-building initiatives have received recognition and support in many countries and regions around the world. 

O n 17 November 2025, when intersputnik and ITU signed an agreement to create a training platform and professional growth for employees in the field of satellite communications, Director of the Telecommunication Development Bureau Cosmas Luckyson Zavazava and Director General of Intersputnik Ksenia Drozdova separately noted that the shortage of qualified employees was one of the most serious constraints to the development of satellite communications and the use of satellite communications to connect the unconnected and meet the UN Sustainable Development Goals.

The personnel issue is especially pressing for dynamically developing markets such as the Asia-Pacific region and countries like Indonesia, where — due to geographical and seismic peculiarities — satellite communications are key to the sustainability of virtually all aspects of the country's existence and development — national security, local government, finance, medicine, education, etc.
