The event will be held as part of the implementation of the cooperation agreement between Intersputnik and the ITU on building industry potential and digital skills in satellite communications and broadcasting technologies, signed in November 2025 at the World Telecommunication Development Conference (WTDC-25) in Baku, Azerbaijan .
As an international organization of space communications, Intersputnik aims to apply its unique expertise in the use of satellite technologies as widely as possible to create commercial, governmental and humanitarian digital ecosystems and to eliminate the digital divide. At present, the most pressing sector issues at both global and regional levels are regulations and the training of skilled personnel. Intersputnik employees, in cooperation with ITU, have been therefore actively working in both areas.
The Bishkek seminar is expected to give attendees the opportunity to acquire knowledge and skills that meet current industry requirements and are needed to build harmonious digital ecosystems. The main objective of the event is to meet the growing demand of Kyrgyzstan’s ICT sector for highly qualified personnel in satellite communications and space technologies. The seminar will cover satellite communications regulations, licensing and spectrum management, electromagnetic compatibility in satellite systems, modern technologies and applications, and the deployment of satellite communications in Central Asia.
Today, as international cooperation becomes an essential prerequisite for establishing an appropriate national legal and regulatory framework, Intersputnik and ITU continue to provide platforms for dialogue and the exchange of views and up-to-date information among all market players, including regulators, government bodies and commercial organisations. Under the agreement signed in Baku, both organisations continue to enhance the skills and capacity of national personnel responsible for regulation in the field of satellite networks.
In 2025, Intersputnik, with the participation of the ITU, organised two regional events on the development of satellite technologies in the Caspian region and Central Asia. In February, a seminar entitled “Space Activities in Modern Realities: Opportunities, Innovation, and Prospects” was held in Almaty, Kazakhstan, jointly with the Telecommunications Committee of the Ministry of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan (now the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan). In September, with the support of the Space Agency of the Republic of Azerbaijan (Azercosmos), a capacity-building seminar entitled was organized.
Satellite communications play a crucial role in bridging the digital divide, providing people with access to modern digital services and safeguarding national digital sovereignty. One obstacle to achieving 100% connectivity for the unconnected through satellite technologies is the shortage of suitably qualified employees. Joint Intersputnik and ITU initiatives give additional impetus to satellite communications projects, improve the quality of services provided and create new opportunities for international scientific and technical cooperation.
